Sealed paper vault
AES-256-GCM ciphertext, Shamir 2-of-3 key custody. No single administrator can ever read a sealed paper — every attempt is logged as a CRITICAL security event.

Pilot deployment notice
This instance is configured for a small pilot cohort. Live video proctoring runs in snapshot-degradation mode until the WebRTC media server is provisioned, and handwriting/face scoring runs CPU-only until moved to GPU hardware — both are advisory-only and never change a result automatically.
